HDCS lauds police

ITANAGAR, Dec 01: Himalayan Development & Charitable Society (HDCS) has lauded Investigation Officer SI KL Pertin and his team for apprehending two more persons in connection with brutal attack on Koloriang CO Gyamar Amte yesterday.

The HDCS appealed to all to help and extend cooperation to the state police in performing their duties while dealing with vital criminal cases, like assault, murder, attempt to murder and domestic violence etc. It also requested the authorities concerned to arrest the attackers of Associate Editor of Arunachal Times on November 23.

 

Cable theft

ITANAGAR,  Dec 01: The BSNL broadband, landline and leased line customers have been badly affected  due to cable theft (2 number of 800 pair underground cables of 15 meters each) occurred at the roadside below civil secretariat. The cable theft got exposed while leveling the trench for  drainage construction by the contractors of PWD Highways department yesterday morning, according to BSNL release. Cable line at Bank Tinali has also been uncovered during the drain construction work, the BSNL authority said and requested the PWD department and its contractors to  construct the drainage as early as possible wherever cables are uncovered. Informing that restoration work is going on, BSNL SDOT Itanagar  said and appealed the customers to bear with them.

Meanwhile, BSNL office, Itanagar informed that BSNL Land line telephone numbers of Basar Telephone exchange have been changed from 222xxx to 226xxx w.e.f 29th Nov 2012 due to technical up gradation of Basar Telephone Exchange.

 

AYC conducts anti-drug awareness campaign

ITANAGAR, Dec 01: 23rd Taliha Assembly Youth Congress Committee conducted Anti-drug awareness campaign at Taliha on November 27 last.

During the campaign, its president Sikop Nayam appealed to Fair Price Shop and shop owners of Taliha Township to stop storing and  selling of Pan Masala and Gutka containing tobacco and nicotine.

He also appealed to the people of the constituency to avoid any kind of drug habit which may cause health problem.

Meanwhile, 15th Sagalee Assembly Youth Congress Committee also conducted its I-card distribution programme and later in a social service programme at CHC Sagalee the volunteers clean the periphery of CHC Sagalee.

 

Atma  Tawang  conducts  farmers’ training  programme

TAWANG, Dec 01: A district level farmers’ training programme was conducted by ATMA Tawang  at Kitpi.

K B Kayastha, Agriculture Development Officer, Tawang (HQ) cum training in-charge explained in details about the aims and objectives of the training programme. He also spoke on different aspects of organic agriculture.

Participating in the training programme as resource person, Lakshmipriya  Borah, SMS ( PP), KVK, Tawang taught the farmers about Integrated Pest and Disease Management in vegetables specially the application and usefulness of  bio-pesticides. Field functionaries from department of Agriculture  and  Horticulture of Kitpi  circle also imparted training to the farmers.

Bio-pesticides were distributed to the farmers after briefing them about its utility. Farmers from Kitpi, Baighar, Peschenga, Jamghar, Shernup and Soma villages participated in the training programme. Later in the interaction session, the farmers got their doubts cleared related to cultivation of different crops.

 

Academic Scholarship distributed

ZIRO, Dec 01: Saint Claret College in collaboration with Single Step Foundation (SSF), USA has distributed academic scholarship to 46 meritorious girl students on December 1. This is the fifth consecutive time that Saint Claret distributes scholarship in collaboration with SSF, USA.

It is indeed a great help for the girl students of the college to pursue their higher education. The scholarship was given away by Dr. Kuru Tama, Senior Medical Officer, Lower Subansiri district on the occasion of the celebration of World AIDS day.

In his address he appreciated the college authorities for providing quality education and encouraged the students to make use every opportunity that they get to prove a point to the society. Dr. Tama exhorted the students to keep themselves away from any kind of anti social elements and be a blessing to the society. Dr. Tama also dealt in detail the causes and preventive measures of HIV positive.

Pre-recruitment rally

Bordumsa,  Dec 01: Pre-recruitment rally organized by 8th Bihar Regiment stationed at Bordumsa was inaugurated and flagged off today by Bordumsa ADC, Kento Riba.

Addressing a good number of aspiring recruits, ADC Bordumsa advised them to take the rally seriously and to prepare themselves to serve their motherland.

Thanking Maj. Mithilesh, Company Commander 8th Bihar Regiment, ADC Bordumsa further told the youths that they were fortunate enough to have a company of armed forces stationed at their doorstep that was willing to help them prepare for the coming tests for recruitments for not just the armed forces but also for private securities.

The rally which started today was attended by more than 50 young candidates and the number is expected to swell in the coming days seeing the enthusiastic support of the public who were cheering for all the participants as the rally begun. The pre-recruitment rally will continue till 30 more days.

 

SBI donates water purifiers to Wakro schools

ITANAGAR, Dec 01:  The Wakro branch of State Bank of India (SBI) donated 15 water purifiers to various rural schools of Wakro under corporate social responsibility (CSR) yesterday.

While giving away the items to the schools at a simple function at the premises of Anu Shiksha Seva Trust (ASSET), Times Now correspondent Arindam Das appreciated the SBI for its noble gesture of reaching out to school children under its Corporate Social Responsibility initiative.

Rangpu R Jugli, Manager Wakro SBI expressed the hope that the gift will help check occurance of many water borne diseases, like typhoid, cholera, dysentery and malaria among the school children.

 

Grand finale of Miss Arunachal 2012-13 on Dec 5

BBK welcome eviction drive

ITANAGAR, Dec 01: Bogong Banggo Kebang (BBK) welcomed the recent eviction drive carried out near GTC area by East Siang District Administration.

BBK General Secretary Tagom Padung, supporting the move of the district administration said such movement from the district authority is the long felt demand of the Bogong Banggo Kebang, adding that any person undermining the administration should be dealt with strongly so that no one even dreams of shattering the set of rules governing the society’s peace and tranquility.

He further said that the Government demonstration land at GTC and the vicinity of the Gram Sevak Training hostels have also been encroached by few individuals and constructed permanent structure which should be immediately brought down and exemplary punishment should be initiated against such encroachers.

The rapid mushrooming of new structures and constructions of Pan Shops near the allotted Government quarters and construction of semi permanent and permanent structures within the allotted Government quarter should also be evicted and exemplary action and punishment may be initiated against the erring government officials as per the prescribed set of rules irrespective of their position and political mileage, said BBK.

The Bogong Banggo Kebang assured to extend possible help to District Administration and expressed hope that the Administration will continue its endeavor to make Pasighat an ideal town of Arunachal Pradesh.

 

Project affected people demand land compensation

ITANAGAR, Dec 01: The  Lohit Valley Dam Affected Citizens Forum (LVDACF) has urged the  M/s Athena Energy Venture Pvt Ltd, New Delhi to disburse the land compensation to  the 1750 MW Demwe Lower  project affected people in Anjaw district.

In a letter to the Chief Managing Director of the private power developer, the Forum said  that preliminary notification was issued for 572.26 hectare of community forest land, out of which, 164.41 ha of land falls within the Anjaw district.  

The Anjaw DC had directed the  project component – M/s Anthena Demwe Power Ltd to deposit the land compensation amounting to  over Rs 15 crore in his account for further disbursement  to the land owners at the earliest, the Forum claimed. “Apparently the project authorities have failed to deposit the  required amount the DC’s account till date, whereas the land owners of Lohit district had received their share of land compensation during June 2012,” the Forum said.

Expressing resentment over the delay  in payment of land compensation, the Forum  request the  authorities to do the needful at the earliest.

 

BJP mourns death of former PM

ITANAGAR, Dec 01: The rank and file of the State Bharatiya Janata Party (BJP) condoled the passing away of former Prime Minister Inder Kumar Gujral yesterday.

Gujral was India's 12th prime minister, whose tenure ran from April 1997 to March1998.

The party members and office bearers, in a condolence meeting presided over by state president Dr. Tangor Tapak and State General Secretary Tai Tagak recalled the lifetime contributions towards the nation by the of the late leader, who was known for his pro-active role in maintaining healthy relations with the neighbouring countries.

They observed 2 minutes silence in honour of the departed leader and prayed for eternal peace of the departed soul.

Gujral was born on December 4, 1919 in Jhelum on the bank of Jhelum River, now in Pakistan.

Gujral, in his illustrious political career, held many important portfolios in the government. In 1975, he was Minister of Information and Broadcasting. He was also India's Ambassador to then Soviet Union.

He quit the Congress in the mid 1980s and joined Janata Dal. He also was the Minister of External Affairs in Prime Minister VP Singh's Cabinet. In 1992, he was nominated to the Rajya Sabha. He again held the position of Minister of External Affairs in H D Deve Gowda-led government.

 

Talo Baptist Church golden jubilee celebrated

ITANAGAR,  Dec 01: The golden jubilee of the Talo Baptist Church, Lower Subansiri district was celebrated  in a befitting manner at Talo village recently. The Church was established on Nov 28, 1962, which is also first Baptist Church established during NEFA days.

 The celebration was declared by Rev Dr K Thanzauva, president of Baptist Church of Mizoram (BCM) by unveiling a golden jubilee memorial stones on Nov 28. He also released a dove symbolizing the message of peace.

Food and Civil Supply Minister K Mossang and Parliamentary secretary, agriculture, Likha Saaya attended the celebration as chief guest and guest of honour on Nov 29 along with a host of dignitaries and believers.

A souvenir and a documentary film were also released to commemorate the historic occasion.

The pioneer of Talo Baptist Church, Late Toko Topu, late Nich Sakha, Late Nich Temi and Toko Chilly and Toko Techi were felicitated for establishment of the Church.

Dr Thanzauva delivered the word of God to the congregation.   Neelam Taram, Toko Kath, Toko Chilly and Er Byabug Tugu, the chair of the celebration committee spoke on the occasion. The congregation also prayed for wellbeing for Arunachal Pradesh.

 

Workshop on Earthquakes Resistance Building and Masonry

ITANAGAR, Dec 01: A two days Workshop for Architects and Engineers on the subject of Earthquakes Resistance Building and Masonry was inaugurated today by Er. Taba Tedir, Chief Engineer-cum-Director at the Conference Hall of Directorate of UD.

Around 40 members of Architects and Engineers across the state are participating in the workshop.

Er. Tedir while inaugurating the workshop said that our state in located in Zone-V of seismic activity which means that there will be huge loss of men and materials if earthquake of higher intensity occurs in the region. He urged the participants to educate the people about the importance of well-designed buildings constructed with earthquake resistant features.

Initiating the technical session Dawa Tsering, Senior Architect, PWD explained the role of architects and engineers. He also highlighted the importance of Building-by-Laws.

Taring Bosco, Lecturer, Rajiv Gandhi Polytechnic and Hillang Taju, M. Tech. (Geodesic), NERIST highlighted about the earthquakes forces affects the buildings and the procedure to adopt in building construction to reduce damages.

Deputy Director (UD) J. Basar and Disaster Management Department, Deputy Director Christina Wanglat also spoke on the occasion.

 

House gutted in fire

ITANAGAR, Dec 01: A devastating fire accident has turned a residence of one teacher, Chow Latanam Manhout into ashes leaving the hapless owner of the house with naught at Namsai on November 28, said Tai Khampti Singphow Council (TKSC) in a release today. The public who went for rescue operation were only became mere spectators as the fire was beyond their control, the Council said  adding that  the Fire Department also failed to response due to the breakdown and off-road of the Fire Brigade Tanker.

Informing that the public of Namsai have been demanding for the up-gradation of Namsai and Chongkham Police Stations to tackle law and order and well-equipped Fire Station at Namsai to prevent frequent fire accidents in Namsai township the Council blamed the Govt for its alleged failure to provide basic needs and essential service to the public. It appealed the government to act promptly to the demands of the people of the area.

It further said that the education scenario has been declining gradually. As a result the students hailing from lower belt of Lohit have shown below performance level in various colleges and universities. There is no subject teacher in most of the schools of this belt and  the Govt. Higher Secondary School Namsai is still lacking Chemistry subject teacher at the end of the academic session, the Council said.

This is a matter of great concern for the people of this area as the young generations are incapable of being at par with the fellow pupil belonging to other districts or states. Our young generations are being carried away by misguided ideology and they indulge in habit of drugs and opium addiction, the Council said.

The Council appealed the Govt act promptly for the solution to the grievances of masses.

Lowangdong urges MLAs to lead from the front in fighting HIV/AIDS

NAHARLAGUN, Dec 01: Arunachal Pradesh Legislative Assembly Speaker and President of  Arunachal Pradesh Legislators’ forum on HIV/ AIDS,  Wanglin Lowangdong, has appealed the members of state legislative Assembly, Panchayat leaders, Government officers, the media and the youth of the state to pledge to make Arunachal Pradesh an AIDS free state by being an  agents of awareness, empathy and behavioral change to fight against HIV/AIDS and to take  the concern of the people living with HIV to a greater heights. He was addressing Members of Legislative Assembly, senior officers and students of various colleges and universities of the state during the one Day advocacy meeting of Arunachal Pradesh Legislators’ Forum on HIV/AIDS to mark the World AIDS Day-2012 with the theme “Getting to Zero”, Zero New HIV infections, Zero Discrimination and Zero AIDS-related Deaths”, here today at Nokmey Namati Hall, of Assembly Secretariat.

On the endeavors and objectives of the forum he said, the forum  is uniquely placed with its distinctive composition of concerned legislators who have resolved to act constructively to fight against AIDS epidemic in the state. Cutting across party lines, it is mandated to play a major role in advising and influencing the actions of the state executive and the legislature in response to one of the most serious health issues threatening the society. The legislators should lead from the front in checking the spread of the disease and encourage and support people with HIV/AIDS to live a fulfilling and long life, for which they need to be aware of the disease, its causes and means of transmission. The forum would also support any government policy or enactment of law to control the HIV/AIDS, he said.

Since there is no definite vaccine or medicine to cure HIV/AIDS patients, it can only be prevented by creating mass awareness on the disease in various modes of communications, there is need of having a political agenda through debates and questions in the house of the Assembly and through Ministerial meetings. There is also need to organize regular public or private meetings with Ministers of the state government and key civil functionaries to include awareness programmes of HIV/AIDS into the existing programmes of state government departments, the Speaker felt. The significance of observing the Day is to bring together people from around the world and to raise awareness about HIV/AIDS and demonstrate international solidarity in the face of the pandemic. It is an opportunity for public and private partners to spread awareness about the status of the disease and encourage progress in HIV/AIDS prevention, treatment and care in high prevalence countries and around the world.

We need to create an conducive environment for HIV infected persons so that they could disclose their disease and further help the Health agencies on creating awareness on the disease among the masses. HIV related stigma and discrimination severely hamper efforts to effectively fight HIV/AIDS epidemic. Fear of discrimination often prevents people from seeking treatment for AIDS or from admitting their HIV status publicly. People with or suspected of having HIV are turned away from health care services and employment, or refused entry to a foreign country. Cases of affected persons being ostracized by their nieghbours and from schools and community is also a fact. Denial goes hand in hand with discrimination, with many people continuing to deny that HIV exists in their communities. Today, HIV/AIDS threatens the welfare and wellbeing of people throughout the world.

To overcame the stigma and discrimination and to change the peoples’ attitude to AIDS and people with HIV/AIDS, education is needed for the common people and to those with HIV/AIDS so that they are able to challenge the discrimination, stigma and denial that they encounter. No Policy or law can alone combat HIV/AIDS related discrimination. It will continue to exist so long as societies as a whole have a poor understanding of HIV/AIDS and the pain and suffering caused by negative attitudes and discriminatory practices. The fear and prejudice that lie at the core of the HIV/AIDS related discrimination need to be tackled at the community and national levels.  A more enabling environment needs to be created to increase the visibility of people with HIV/AIDS as a normal part of any society.

The presence of treatment can make this task easier, where there is the opportunity to live a fulfilling and long life with HIV, to disclose their status, and to seek care if necessary. The task is confront the fear-based message and biased social attitudes, in order to reduce the discrimination and stigma of people living with HIV/AIDS.

Expressing grave concern over the spreading of the disease engulfing the state capital and spreading to other districts, he felt that there is immediate need to check the leakage of the disease into the state.

Appreciating the role of Arunachal Pradesh State AIDS control Society, in checking the spread of HIV/AIDS in the state, he said, we should not be complacent with the diminishing infection rate but should work harder to ensure that the state is free from the disease.

In his key note address, National AIDS Control Organisation, Regional Communication Officer, Phungreiso Varu pointed out that the adult HIV prevalence in Arunachal Pradesh has continued its steady decline as well from 0.18%in 2002 to 0.05% in 2006 yet in 2009 it has increased to 0.16% showing rising trends in adult HIV prevalence  in last four years. He  said, there is need for a policy framework that encourages involvement of local self governments to address and response to HIV/AIDS; be it related to stigma, discrimination or any other grievances of persons with affected by HIV.

Jt.Director, Arunachal Pradesh State AIDS Control Society, Dr. Riken Rina, through a PowerPoint presentation brought to fore the alarming data of 202 HIV/AIDS cases in the state with Papum Pare leading with 116 cases. Age wise, highest positive cases are recorded in the age group of 20 to 29 years with 113 positive cases while males with 137 are ahead of females with 65 positive cases (see table).  So far the disease has claimed 15 lives in the state, he added.

He further informed that to effectively contain the disease, the APSACS has taken various steps, including setting up of 27 integrated Counseling and Testing Centers (ICTC), 8 Prevention of Transmission from Parent to Child Centre (PTPCC), 17 Sexually Transmitted Infection Clinic (STIC), 5 Blood Banks, one Anti-retrovial Therapy Centre(ARTC),  four Link Anti-Retrovial Therapy Centre(Link ARTC),21 Targeted Intervention project (TIP), and one community care Centre(CCC) forming 20 red ribbon clubs, forming of various committees at various levels, Inter-sectorial collaborations with various government departments as part of  mainstreaming and IEC Activities through mass Media, Posters, Hoardings etc.

MLA Dr. Tangor Tapak, Director of Health Service Dr. Kartik Nishing, also shared their views and suggestions in checking the disease from spreading further, while Deputy Speaker of Arunachal Pradesh Legislative Assembly and Vice President of Arunachal Pradesh Legislators’ forum on HIV/AIDS presented the vote thanks. According to sources altogether 209143 number of people have been tested in the state and 202 HIV positive cases recorded till 30th September, 2012.

 

 

Axis Bank security guards flee away with Rs 17 lakh

ITANAGAR, Dec 01: Two employees of Security Intelligence Service (SIS) India Limited, an outsourced agency entrusted with the job of depositing cash at ATM of Axis Bank here, today fled with an amount of Rs 17 lakh while they were on their way to deposit the cash at the bank’s ATMs located at Naharlagun.

Tagru Tassang, the cash custodian and Tagru Takap the driver, fled in a motorcycle from Bank Tinali here at around 11.30 AM, Capital Superintendent of Police P Surinder Kumar informed in a release.

Tagru Tatup, elder brother of Tagru Takap and owner of the car, has been detained for interrogation. He also works as a security guard in the same bank. Another cash custodian Biswajit Bharali has also been arrested.

A case has been registered at Itanagar Police station and a manhunt launched to nab the miscreants.

It is the second incident of bank loot within a month after armed gunmen robbed an amount of Rs 4.5 lakh from the Ganga branch of Rural Bank on November 8.

Police, however, arrested the prime accused Lokam Tagio from Chimpu near here on November 25 and seized a pistol and three rounds of ammuntion from his possession.

During October last year, miscreants looted an amount of Rs 22 lakh from the Axis Bank ATM at Naharlagun when the security agency was depositing the cash.

Police arrested all the accused within six months and recovered the amount partially.

 

 

Tuki exhorts Lumla people to thwart negative forces, showers bounties

LUMLA, Dec 01: Impressed with the prevailing peace and spirit of development, Chief Minister Nabam Tuki exhorted the people of Tawang district, Lumla assembly constituency in particular to maintain its glory by thwarting all negative forces.

Describing former chief minister, late Dorjee Khandu as messiah of the masses known for his spirit for all round development, Tuki announced that he was committed to fulfil all his unfulfilled dreams to the thunderous applause of the masses.     

The CM, accompanied with Rajya Sabha member and APCC president Mukut Mithi, Lok Sabha member Takam Sanjoy and DRC K N Damo arrived from New Delhi and arrived on his maiden trip here in an IAF chopper.   

Showering bounties in response to number of memorandum submitted by various sections, Tuki said the people of the district are strong Congress supporters who were, are and would remain always Congress.

Congress-led UPA-II government led by Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi has been implementing various flagship schemes, like Bharat Nirman to ensure the fruits of development reach every village of the country. “I am confident Congress will sweep all future elections including unopposed election of local MLA Tashi to give further momentum to already impressive development recorded during the last three years,” Tuki exhorted the massive gathering, who with patience remained unmoved for two hours before the over four hour meeting.    

After announcing Rs 4 crore corpus fund for Tawang Monastery and Rs 1 core for starting retention work of the landslide hit areas and Rs 20 lakh for protection of landslide area of Manju Shree School at Tawang as promised earlier, the CM said Lumla being the number one constituency state’s development should begin from here before committing to upgrade  Zemithang CO HQs to an EAC HQs and creation of new CO HQs at Shola Lhatsey to serve over 6,500 population for which he directed the DC and ADC to send the recommendations immediately, Rs 1.5 crore from SPA for a multi-purpose auditorium, Rs 1.5 crore in a phased manner from SPA for completing the ongoing Dolma Lhakhang Guru Padma Sambhava project, Rs 2 crore for building ADC staff quarters.

The CM said at the request of Tourism   Tourism & RWD Minister Pema Khandu and local MLA he has made correction in the cabinet decision for regularization of services of 36 Bhoti teachers in the scale of pay of Rs 9,300-34,800 as advertised. Moreover, he assured to take up with Education Minister for upgradation of Zemithang ME school to secondary level, introduction of science stream in Lumla Govt HS school and posting of adequate teachers in the Lumla GHSS or else recruit local qualified candidates to serve as teachers.

Accepting the suffering of the people for want of an LPG agency and a petrol depot, the CM assured to move the GoI for setting up the essential services at the earliest besides completion of Lumla-Tashigang road. However, without opposing the demand for Autonomous District Council for Tawang and West Kameng districts, he said it needed introspection though it was in the Centre’s court. He announced enhancement of honorarium of GB and HGB from Rs 250 and Rs 350 to Rs 500 and Rs 600 respectively, two red coats for winter and summer, two units of free electricity. He assured that the DCs during December 18-19 meeting would be instructed to grant as much facilities they could to the GBs, the first representative of the President of India at the village level.

He also directed the DC to send names of persons with disability to avail Rs 1,000 pension announced by them besides various other schemes of the GoAP.

Pointing out that the area has huge potential for horticulture, agriculture, tourism and hydropower development, the CM exhorted the youth to come forward to become willing partners of development.

“I have numerous plans and schemes for channelizing the youth energy and providing them skill development to make them self-employed and self-reliant to contribute towards nation building,” Tuki said spelling out the huge number of youths his government has so far sponsored for training in tourism, hospitality and agriculture sectors for creating one lakh employments in five years.

Cautioning the youth to refrain from negative activities like bandh culture and engage themselves in productive works, the CM said, “My government is a people’s government and take all conscientious steps for their development.” He however, directed the district administration and police to tackle those resorting to lawlessness with iron hand.  

The CM earlier inaugurated the newly build office building of ADC and tourist lodge.

“Lumla’s development is impressive”, Mithi said, and assured that a team led by the CM along with the three MPs would call on the Prime Minister and defence minister to pursue expeditious completion of the much sought after Lumla-Tashigang road.

“I along with Khanduji, Thupten Tempa, T G Rinpoche had walked up to Belting a decade ago to inspect the road which has been completed up to Belting, the last point along Bhutan border. We would urge the GoI to take up with the Bhutan government to build the incomplete portion of the road, if required by extending help,” Mithi assured.

Highlighting the political history of the state, Mithi, in response to the demand for Autonomous Council for both districts, wondered why should there be demand to go back politically. The desired development is the responsibility of the government and no government ever neglected this district though the people are little different because of Buddhism. But the GoAP has always worked for all round development of the multi-ethnic state and such demand would create the feeling of disunity and same demand would be raised from other districts too. We are one as a classless society, Mithi reasoned.      

Cautioning the masses against forces inimical to India’s development, the MP accused the agitationists of taking support from China against hydropower development in the state, particularly 2000 MW Subansiri Lower project, whose 80% work has been complete.

Hydropower alone has the power to power state’s development as envisioned by late Dorjee Khandu, Sanjoy said and assured that the state’s leaders functioning coherently would make all efforts to extend the same support to this backward area.

“I’ve already sanctioned Rs 30 lakh under MPLAD for Lumla constituency besides Rs 15 lakh for a community hall for Gispu village, which had given him cent percent voting.  

Describing the day as historic for the presence of three top leaders of the state, Pema Khandu lauded the Chief Minister and  Mithi for ensuring and making all endeavours to implement various schemes initiated by the late CM Dorjee Khandu to fulfil his dreams.

Hydropower has the power for a better tomorrow as 2% of the project earmarked for local area development brings huge benefit to the local denizens besides enriching the state coffer and generating employment avenues.

Blowing the bugle for 2014 assembly election, and having full faith under the dynamic leadership of Soniaji, Rahulji and state leaders, the young minister announced that Tawang district would always remain with Congress in all days to come. Appreciating the massive development of Lumla constituency, Khandu urged Mithi and Tuki to endorse candidature of Civil Aviation Parliamentary Secretary Jambey Tashi, who was elected to unopposed in 2009.  

Welcoming the visiting dignitaries, Tashi appreciated the CM for his numerous path-breaking policies in the greater welfare of the state while undertaking extensive tour to establish a direct link with the people of the state and including his maiden visit to Lumla.

The ruling Congress is not the only party capable of delivering in the country but it ensures that the fruits of development percolate down to the ‘Last person’ as was advised by Gandhiji to first Prime Minister Pt. Jawaharlal Neheru.  This is the avowed policy of the Congress under the able leadership of UPA chairperson Sonia Gandhi, Prime Minister Dr Manmohan Singh and the CM, he said to the thunderous applause of the people.

Lumla, located in the tri-junction of Bhutan and China (Tibet), is a highly sensitive area because of its strategic location from national security point where the defence forces have been supplementing the GoAP in development and the border villagers serving as true sentinels of the nation.

“We have miles to go to provide the much needed administrative and development support to the denizens of this hilly region. We cannot escape our responsibility at a time when IT has converted the whole world into a global village. People at the touch of a mouse are finding the level of progress in any part of the globe to make a comparison and point finger at the policy lapses to raise questions. They cannot be blamed, but we as lawmakers have to accept it with all humility to learn to overcome our lapses and serve as facilitators for the people to become willing partners of development,” Tashi said seeking the trio’s support for speedy development.

The huge gathering is an indication that the local MLA is discharging his duties honestly and with the people, said S&T Parliamentary Secretary Phurpa Tsering, adding such committed leaders are need of Arunachal Pradesh.

Taking a dig at handful people for spreading misgiving among the masses about hydropower development, Tsering cited the example of most backward Bichom area of West Kameng district which in a decade has made the area developed and the inhabitants richest in the district through liquid gold.

Khanduji’s desire for developing all parts of the state gaining ground under present leadership, he said.

District Seva Dal chief organizer Lobsang Dawa, in his address, lauded the all the leaders for accelerating development of the state, particularly of the district but thanked the people of Lumla and Mukto constituencies for wholehearted support to hydropower development.   

Earlier, ADC Mika Nyori, in his address, said the CM’s visit was fulfilment of long cherished dream of the hospitable and hardworking people of Lumla, who have been experiencing speedy development during the last few years.

Youth urged to inculcate the spirit of tolerance

ITANAGAR, Dec 01: The Governor of Arunachal Pradesh General (Retd) J J Singh today inaugurated the 4th Talom Rukbo State Level Indigenous Youth Festival at Daporijo.

In his address, the Governor called upon the youth of Arunachal Pradesh build a society that they all would always be proud of. He advised them to build a new, strong, prosperous, disciplined and efficient India with the strength of the rich cultural heritage, ethical and spiritual values embedded in the traditions and unconquerable spirit and creativity in them.

The Governor said that the youth have a role to play in addressing social issues, including eliminating evil social customs, contributing to India's economic development, participating in its political life and living up to the high standards of India's ideals and values. The Governor called upon the youth to protect the environment and rooted to good age-old traditions.

General Singh exhorted the youth to inculcate in themselves a sense of discipline, a spirit of tolerance, a quest for knowledge, a positive mind and respect for fellow human beings to meet the future with confidence and fulfilling the dream of modern India. He appealed them to aim high and approach life with sincerity and dedication. There is no short cut to hard work and success, he said. The Governor stated that the nation needs a variety of professionals and skilled workers for balanced and all round progress. Therefore, the onus is on the youth of our country to prepare themselves for the responsibilities that lie ahead and to look at the challenges facing the nation.

Appreciating the members of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) for organizing the festival he expressed his confidence that it will help in channelizing the energy and dynamism of Arunachalee youth and also go a long way in preserving our treasured indigenous cultural heritage. He added that such festivals provide opportunities and a platform for the youth to inculcate the indigenous values and ethos. It makes them aware of the traditional beliefs, faiths and practices and it is very natural that they develop mutual respect for each other.

The Governor appreciated IFCSAP for acting as the unifying force for sister organizations such as Donyo Polo Gangging, Meder Nello, Kargu Gamgi, Dani Piilo Society, Rangfra Faith Promotion Society, Buddhist Cultural Preservation Society, and other such indigenous societies of Tai Khamti, Tangsa, Mishmi. He commended its members for dedicatedly working to promote, preserve and patronize the indigenous faiths and culture of Arunachal Pradesh. Joining the participants, he paid rich tributes to Late Gyampak Gumja, Late Rutum Kamgo, Late Mokar Riba, Late Tage Dibo and Late Geter Ingo the former IFCSAP members.  

As an appreciation, the Governor made personal cash contribution towards the festival.

Responding to a memorandum for financial assistance towards IFCSAP office at Daporijo, the Governor assured to endorse it to the State Government.

Earlier, before starting his speech, the Governor led a two-minute silence to condole the sad demise of former Prime Minister Inder Kumar Gujral.

In his address Guest of Honour Sahitya Akademi Awardee Mangalshingh Hazowary called upon the youth to have faith in the God and respect others faiths and religious beliefs. He dwelled in length on the high principles of religion. Hazowary asked the indigenous youth to maintain work culture and advised them especially the students to judiciously utilize their time.

Sahitya Akademi Awardee from Assam, Hazowary, who is the Advisor of All Assam Bathu Union emphasized on peaceful co-existence of people of Assam and Arunachal Pradesh.

Chief Patron of the festival and State Power Minister Tanga Byaling urged upon the youth to inculcate discipline and shoulder responsibilities to lead the society for a better tomorrow. Byaling asked the youth to strive towards peaceful coexistence through exchange of ideas of inherit culture and traditions.

Advising them against bandh culture and anti social activities, the minister pointed that such undesirable activities create hindrance to development of the State. He called upon the youth to avail pro-people programmes initiated by the State government and participate in the developmental activities.

In his presidential address, IFCSAP President Y.D. Thongchi, Chief Information Commissioner gave a brief background on the indigenous faith and cultural and on the activities of Indigenous Faith and Cultural Society of Arunachal Pradesh. He said, our forefathers led a life free from outside interference and influence. Their life was regulated by their faith and belief upon the various supernatural phenomena. These heterogeneous faiths and believes have come to be known by different names amongst different tribes like Donyi Poloism, Rangfraism, Ami-mataism, Intaism etc. Further stressing on the importance of preservation of indigenous cultural heritage, Thongchi added that the religion moulds owns thinking, behavior, belief, day to day life style that further gives birth to culture. The culture is our treasure, our identity and our survival. In his speech, he recalled the contributions made by Late Talom Rukbo and members of IFCSAP.

Festival Organizing Committee Chairman Larbin Nosi and IFCSAP Secretary Gichick Taaza also addressed the mammoth gathering of the inaugural function.

In the inaugural function, the Governor released an audio cassette ‘Donyi Polo Aya Nam’ produced by Gichik Taaza, while Guest of Honour Mangalshingh Hazowary released a film CD titled ‘Angun Bedang’ produced by Donyi Polo Yelam Kebang, Pasighat and directed by Delong Padung. Chief Patron of the festival and State Power Minister Tanga Byaling released a documentary film titled ‘Donyi Polo Aya Jinam’ produced and directed by Nyamo Dojeh. Special Guest of the inaugural function of the festival Swati Sharma, Secretary Finance released a book, titled ‘The useful questions and answers on Donyi Poloism’. She also released a comic book, titled The Story of Kamang Charingfu and seven brothers’ by Vijay Batak on the occasion.

A mega dance was presented on the occasion which was participated by more 200 hundred dancers from different tribes from different parts of the State. The 15-minute dance was choreographed by Oti Yomso and costumes were designed by Deepti Apang. The lyricist and playback singer Delong Padung compiled the song which has been sang in 11 different languages.

The three-day festival is being organized by Indigenous Fath and Cultural Society of Arunachal Pradesh. IFCSAP Secretary Gichick Taaza informed that more than two thousand and five hundred participants from different parts of the State are attending the festival. Seminars and interactive sessions of indigenous faith and culture, indigenous games and sports competitions, mass procession, indigenous cultural shows and innovation by priests are parts of the three-day cultural extravaganza. Allegation baseless’

ITANAGAR, Dec 01:  The complaint lodged against the Namsai Lamps Ltd at Tezu police station is quite baseless, said Lamps chairman while reacting to a news item published in the front page of this daily on Nov 28 last.

While reacting to the press release published under the headlines “Complaint lodged against Namsai Lamps Ltd ……..”, the   Managing Director of the Namsai Lamps Ltd  clarified that  81 trucks carrying food grains to Tezu FCI depot from Tinsukia depot were stranded at Parsuramkund for three to four days due  to road blockade from Sept 19 to 28.  “At that time we requested the depot in-charge of FCI/FSD Tezu, Area Manager of FCI Banderdewa and  Chow Zignoo  Namchoom,  member of FCI State Level Consultative Committee vide letter No NMS/FCI-RO/Itanagar/12/2010-11/3305-07 Dt Namsai Sept 19 to allow to divert the loaded truck from Parsuramkund to Namsai to handover the stock to the district wholesale nominee for onward distribution of rice to the ration card holders as per their card entitlement at Namsai sub-division.  Further, we stated that we claimed our carriage bill only upto the diverted point i.e. Namsai, the Namsai Lamps MD said. It further said that the FCI/FSD Tezu depot in-charge and member of FCI state level consultative committee verbally allowed them to do it accordingly to avoid any serious public repercussion. Moreover, the  Lamps MD in his clarification said, “Tezu depot in-charge informed us vide his letter No ESTT-I/FCI/TEZU/10-11/362-65 Dt Sept 19 that  he is taking approval from G M  ( R), FCI Itanagar and we can unload the Namsai sub-division’s allotted quota of Rice for the September during the road blockade. Accordingly, 4975.47 quintal of rice was unloaded at Namsai as per allotted quota for Namsai sub-division and the stock was handed over to Namsai wholesale nominee and carriage bills was also claimed only upto Namsai, the clarification said.

The Namsai Lamps MD  further said “we have rather contributed to avoid food crisis in Namsai sub-division during the flood situation when food grains from Tezu was not possible for transportation due to road blockade.”

 

 

CCPDA reiterates demand for adequate security

ITANAGAR, Dec 1: The Capital Complex Petroleum Depots Association (CCPDA) has reiterated its demand for deployment of adequate security personnel in all petrol pumps of Capital Complex till the total normalcy returns.

In a letter addressed to the Capital Complex deputy commissioner, the Association demanded four armed paramilitary personnel in each petrol pump and said that any law and problems be prevented and tackled promptly by the concerned authorities.  While discussing the security scenario of all petrol pumps in the Capital Complex in its emergency meeting held at Naharlagun yesterday, the Association further said  the administration should take responsibility for all kinds of loss  if any incurred due  to any law and order problem.

It further demanded Special security attention to 2 petrol pumps at Nirjuli and 1 at Lekhi village.

Referring to its earlier letter addressed to the Capital administration on Nov 22 the Association said two armed personnel were provided in some of the outlets against the previous request for 4 security personnel. Two petrol pumps at Nirjuli and one pump at Lekhi Village do not have any armed security protection, the Association claimed adding the three petrol pumps at Banderdewa too are devoid of any armed protection.

“The explosive and volatile nature of petroleum products which the petrol pumps stores and deals with is not hidden from you. Therefore, we are extremely concerned about the safety of the petrol pumps and the employees in it. Any man-made accidents can cause serious damages to the lives and property in the petrol pumps,” the Association said.

“If the demands are not met, then we will not be responsible for closing the petrol pumps without any prior permission foreseeing signs of law and  order problem at the petrol pumps as a precautionary measure,” the Association further added.

ITANAGAR, Dec 01: The Gorkhas beat West Siang Cricket Club (WSCC) by one wicket in Super Over in a Super Eight match of the 3rd Yaja Waii Memorial T20 Cricket Championship at General Ground, Seppa today.

The match was taken to Super Over after both the teams were level, WSCC on 112/9 and The Gorkhas making 112/9 in 20 over.

Janam Bodo, who took the wicket in the Super Over, was declared man of the match. The MoM prize was sponsored by Bameng ASM Tame Tara.

Earlier, West Siang won the toss and elected to bat first.

Ram Thapa was the highest scorer of West Siang team. He hit five boundaries during his 16 ball, 25 run knock. None of the batsmen reached double figures, except Tabom Ngomle (2x4s), Marjo Riba (1x6, 1x4) and Karmo Riram (1x4), who scored 12, 13 and 10 runs respectively.

Purna Tamang took the wickets of Ram Thapa, Marjo Riba and Pagli Ete while Om chetry claimed the wicket of Jobum Riram. Binod Ram and Bishnu Chetry also took two wickets each.

Arunachal observes World AIDS Day

ITANAGAR, Dec 01: Along with rest of the globe, World AIDS Day was observed across the state today.

The focal theme of this year’s observation was ‘Getting to Zero - Zero new HIV infections, zero discrimination and zero AIDS related deaths.

Addressing the gathering on the occasion of World Aids Day celebration at Tezu organized by the District AIDS Prevention and Control Unit in collaboration with staff and students of TCM Govt. School, Tezu and officers and staff of DMO office and District Hospital Tezu, Lohit Deputy Commissioner (In-Charge) cum EAC (Jud.) G.K.Paul Chowdhary advised the younger age groups to be extra cautious about HIV/AIDS since the district is vulnerable to drugs abuse and anti-social elements. He advised the participants to actively involve themselves in HIV/AIDS prevention activities in the district.

District Medical Officer Dr.  N Ninu advised the participants to avoid pre-marital sex and drugs and remain faithful to one’s sexual partner. She also advised the students, specially the girls to educate themselves and study hard and also to refrain from risky behavior before marriage to avoid getting infection of HIV/AIDS. She advised to come forward and get tested for HIV at ICTC, District Hospital, Tezu.

In his welcome and keynote address, Dr. J Ado, DPO, DAPCU exhorted all to make concerted effort to achieve Zero HIV new infections in the district. Speaking of the need to create awareness on HIV/AIDS among masses to prevent the disease from further spreading, he described the various modes of spread of the disease and its preventive measures. The DPO urged the participants not to panic over the rumor doing round that an HIV/AIDS infected person in the district is spreading HIV/AIDS virus, which is not true. The said person is not infected with HIV/AIDS, she clarified.

SK Chowdhary, Headmaster of the School and Dr. PK Saikia Medical Superintendent also spoke on the occasion.

Earlier, the DMO flagged of a mass HIV/AIDS awareness rally which was joined by over 485 participants.

To mark the Day, the doctors along with staff, health assistants, NGOs and ANM trainees of General Hospital Pasighat took out a rally in the main thoroughfare of the township with slogans and banners reading ‘Stop AIDS, keep the promise’etc.

The rally was flagged-off by the DC In-charge Nidhi Srivastava amid huge gathering inside the hospital campus.

The celebration is symbolically a call to enhance social protection mechanism and a symbol of solidarity and support towards the people living with HIV, stated Srivastava during the observation. While advising the participants to renew the commitment to fight against AIDS, she informed that along with the government, numerous social welfare organization are constantly striving and taking initiatives on AIDS awareness to reach both in urban and rural areas.

A seminar was also organized on the day at the hospital auditorium which was actively participated by the doctors, NGOs and ANM trainees.

Dr. B Apum (MD), Senior Microbiologist presented a brief report on various developments on AIDS control and preventive measures of the state through power-point presentation on the focal theme “Getting to Zero”.

She informed that altogether 202 persons have been found AIDS positive while 132 persons are taking medical treatment so far in the state.

In his message, the DDHS Dr. Kabang Lego said there is no permanent cure for this disease so far and prevention and compassion are the most reliable ways to deal with this disease taking care of the people who are afflicted with HIV. Seeking public supports, he said the infected patients also have the right to live with dignity and we must cooperate and help them, Lego added.

The hospital provides free counseling on the HIV-AIDS but we certainly need to do a lot in order to achieve our goal extending better services to the people especially living in far flung and difficult-to-reach areas, said the Medical Superintendent Dr. Onik Moyong.

Ramakrishna Mission Hospital (RKMH) here observed the World AIDS day by organizing various awareness programs.

Shiela D Sono, Nursing tutor of the RKMH School of Nursing briefed on the significance of World AIDS day followed by a presentation on HIV AIDS by Arvind Kumar and Onam Yirang, Staff Nurses of RKM Hospital. The presentation dealt with the various aspects of AIDS/HIV, its causes, prevention measures etc. An interaction time with the patents and attendants was also held.

Later, a public function was held at the Vivekananda Hall, Ramakrishna Mission Hospital.

Dr. Talar Motu, Medicine Specialist and Dr. L R Choudhury, Counselor and Manager, ICTC, Ramakrishna Mission Hospital addressed the gathering and highlighted on HIV and AIDS.

A question-answer session chaired by Dr. Choudhury was also held.

Around 100 participants attended the program which was organized by the TNAI (Trained Nurses Association of India) with the support of the hospital authority.

The Little Rose School, Naharlagun organized a seminar cum workshop on the occasion of World AIDS Day celebration. Senior Gynecologist of Arunachal State Hospital, Dr. B Mala and Biochemist Dr. Kenyi Ete attended the program and gave vivid description on the various aspects of HIV/AIDS. There was also a question-answer session during which the panel of specialists answered a volley of questions related to health and HIV/AIDS threw by the students.

An essay writing and drawing competition was also conducted among students as part of the observation.

Microbiologist and in-charge SRL of ASH Dr. Mope Riba, Medical Officer (ART) Dr. Moli Basar, principal, vice principal and other staff of the school and ASH attended the program.

Meanwhile, Chief Medical Superintendent Dr. Moji Jini appreciated the students and staff of the school for their active cooperation and successful conduction of the program.

The Composite Hospital and SHQ (Ita), Indo Tibetan Borders Police Force (ITBPF), Khatting Hill, Itanagar celebrated the Worlds AIDS Day today.

Dr. Girish Chand, acting DIG (Medical) of the Composite Hospital inaugurated the program and spoke on HIV/AIDS.

Tebet Tapak, Counselor Arunachal Pradesh State Aids Control Society, all the jawans also spoke about HIV and AIDS.

A quiz contest was also organized to mark the occasion.  

A film titled ‘Savdhaan’ was also screened on the occasion. All the officers, staff, jawans and patients participated.

A mass drawing cum painting competition among students of Likabali, Dipa, Kangku and Gensi was organized by Likabali Youth Volunteer Association on theme “How to stop AIDS, its prevention and precaution” as part of World AIDS day Celebration at Lipu Middle School, Likabali today.

Lige Riba (class VIII) of Govt Middle School, Lipu won the first prize while Prasanna Pegu (Class XII) of Govt Hr. Sec. School, Likabali and Sunu Bosumatary (Class IX) of Govt Sec. School, Dipa bagged the second and thirs prizes respectively.

 

 

Poor deprived from housing schemes, inquiry demanded

RUKSIN, Nov 01: The rural people of Ruksin and Mebo blocks under East Siang district have pointed finger of suspicion towards utilization of government funds meant for various housing schemes. They alleged that a huge chunk of money out of the released fund has been misappropriated by the concerning officials with active connivance of the local MLAs.

Allegations have claimed that the rural poor and destitute are deprived from benefits of housing schemes under IAY and Rural Housing under Special Plan Assistance (SPA) and housing under MLA’s Local Area Development fund etc. A Lion’s share of the money meant for procurement of CGI sheets are being pocketed by the concerning Block Development Officer (BDOs) and rural engineers through fake bills.

Information has revealed that hundreds of housing schemes in Mebo block have been allotted to some rich and wealthy people depriving the poor and needy ones. Moreover, hundreds of such houses funded under MLA’s LAD fund for the fiscal year 2010-11 were not constructed at all. The local MLA, despite knowing the all facts, is maintaining silence over the issue, which is causing a great deal of dissatisfaction among the dejected villagers.

“Our grievances stem by knowing the fact that local MLA Ralom Borang is instigating the government officials to misappropriate public money and thereby betraying the local people. We are demanding the authority to institute a high level inquiry over the alleged financial irregularities reining in Mebo block”, said visibly aggrieved Lenjing Pertin, a public leader of Mebo town.

Pertin, who is also a Bharatiya Janata Party state council member, also raised allegation of massive financial irregularity in the construction of Minor Irrigation Channel and flood protection in Mebo Sub-division implemented under MLA's LAD fund in the year 2011-12.

In a similar manner, the villagers of Ruksin block also pointed fingers at their local MLA for his alleged partite role in allotment of housing schemes under IAY and Rural housing under SPA fund. It is alleged that the West-Pasighat MLA has an unholy intervention over selection of beneficiaries. As many as 33 houses under SPA fund in the year 2010-11 are yet to be completed even after 10 months from the scheduled time of completion i.e March this year.
